Special middle-of-the-night edition! The House is not in session today. In the Senate, courtesy of the Office of the Majority Leader: Convenes: 12:01am Resume Motion to Concur with respect to H.R.3326. , Department of Defense Appropriations. 1:00am cloture vote on the Motion to Concur. Yow! 12:01 am? Not a typo, either. Why? That cloture vote. According to the terms of Senate Rule XXII. , cloture motions ripen "one hour after the Senate meets on the following calendar day but one" -- meaning you start on the day the motion is filed, then wait for a full day after that day to pass, and then you can vote an hour after the Senate next convenes. So a cloture motion filed on Wednesday ripens after one hour of session on Friday. And if you start Friday's session at midnight, then you're ready to vote at 1am. So there you go. Fun! What happens after that? I don't know! Maybe they'll eat up the 30 post-cloture hours on Defense approps. Maybe they'll just give up and vote on it, then move on
